I was under the impression that the amount of skew that NTP would do was 
limited to 500 PPM or something.  This is substantially more.

I could be wrong.

Anyway, the real point is: why is the clock ticking at a rate so 
different from what was programmed (i.e. 1000HZ or whatever)?
