This goes back to Economics 101.  If you have two drives that are
virtually identical in every way except for capacity, you'd be a fool
to purchase the lower-capacity drive.  Unless you're contractually
constrained to particular parts, the lower-capacity drives often just
don't make financial sense.  Don't fall victim to myopic engineering.
