[Soekris] net5501-60 CF not detected on cold boot

It lists it as Primary

Changing FLASH to Secondary didn't change that the card was reported
"Pri Mas" on warm boot. Still does not boot on cold start.

Also, it still tries to PXE boot even though PXEBoot = Disabled, which
seems wrong.

My suspicion is that the card is not waking up fast enough to be
detected on cold boots.
