[Soekris] Hard power problem with net5501-70

We got some hard power problems here with 20 new net5501-70 (serials numbers
from 173070 to 173089):

When we unplugged the power-supply then re-plug, sometime it doesn't
restart, without any reason.
- We are using 12V 1.5A power supply from Globtek and one PCI card plugged
on the Net5501-70.

What we do :

We tried different voltages from 7.5 to 15 Volts without any stable result.
- With input at 7.5V., there is a small noise probably generated by internal
converter (aprox. 130mV/300kHz) but I don't think this will affect the board
(tested on 12V. pins).
- With input at 12V. noise is insignificant.
- Hard power problems "looks like" more stable with low voltage (7.5V)

Is it a known problem? What can we do to resolve this issue?
