Fstab: yes. You'll find a pair of commented out entries in /etc/inittab
for setting up the serial port. Simply uncomment the appropriate one and
adjust the speed parameter, for example:

#T0:23:respawn:/sbin/getty -L ttyS0 9600 vt100
T0:23:respawn:/sbin/getty -L ttyS0 19200 vt100

That's all! Depending on how you are planning to do the installation,
you might also run into hardware configuration trouble with files
under /etc/udev, which are apparently written to by the Debian
Installer. In my experience, debootstrap provides the cleanest
environment to start with.
