A reasonable supply for a Soekris is 6 to 12 Volts. There's no point 
increasing it, better bring it down again.
The amps are irrelevant. It doesn't tell anything about your soekris, 
it's the maximum current your power supply is capable of.
If your soekris would really draw 3.5 amps at 20 volts it would be 
dissipating 70 watts. You would see lots of smoke and probably fire.
