There are 2-slot risers, both active and passive
Depends on the motherboard and cards, but can be done.
[have built such systems myself using x86 non-soekris miniITX motherboards,
works fine]

You can get a PCI bridge which would allow multiple cards to plug into a
single slot, but I suspect that you'll run into power issues on the soekris
if you try to do something like that.
