That's its name.  Since it's unique to Soekris gear and has its own 
quirks and features, it's often useful to talk about it specifically 
rather than about something any generic PC BIOS might do the same way.

I'd hazard a guess that the name itself comes from being a 
serial-console BIOS, especially since it emulates video and keyboard 
for software that doesn't know any better, but I don't actually know 
the origins.
