Does not boot is usually a power problem.
It is much better if you supply 5V, as many boards use 5V as their main
supply.
Never had such a 'don't show up' case, but maybe this is because the
4501 don't supply +-12V.

There is no only-3.3V system, it is just abaout signaling voltage.
It is always required to supply 5V and 3.3V to the slot, which is what
happens on Soekris.
But there are many broken cards :(
I even had a card with a wrong notch killing a 4501.
It was a longshine USB card, which was notched for 3.3 and 5V but
conneted the VIO Pin with 5V - effectively connecting 5V and 3.3V
lines on a 3.3V slot.
