[Soekris] net4521 Phy Link

Hey guys,
Not trying to beat a dead horse, but the 'mii-tool -R <dev>' that
Mike helpfully passed along has one shortcoming that's rearing its
ugly head for me: If the attached Windows PC already has a lease, the
phy link down time is insufficient to drive a new DHCP request.
I wish I could mandate that my clients have more robust DHCP
client behavior, but in lieu of that, is there any way to keep the phy
link down for a longer period of time than mii-tool -R exhibits? I
think ten seconds or so during the boot process would probably do it.

Thanks again,
Joe
