Thanks for the links.
So, after looking around on these, it looks like an inexpensive modem like the Aopen FM56-SVV which uses a Conexant chip set might work.
And am I correct in thinking that I would need to make a link from to connect /dev/modem to a tty so when dialing into the modem I could get a console prompt?

Linux... This site has a rather good (although not perfectly
