what exactly do you mean by 'loopback test' here?

If it's a brand new Soekris, it should be set 19200 8n1, no flow
control.

If it's used, all bets are off ;-) try banging ctrl-p while it powers
up, at all the speeds you can think of, in case the previous owner had
set fastboot.
