Bill and Jonathon,

thanks for the responses.  I decided to ditch GRUB altogether for
LILO.  Here's what I did:

PXEboot via these instructions:
http://www.debian-administration.org/articles/478

ran the debian installer from the PXEbooted kernel

when I'm prompted to install GRUB, I opt to not install it in the MBR
(first prompt screen), then on the next screen, leave the field blank that
asks for the device on which to install GRUB and hit continue.

This throws a fatal error in the debian installer.  Continue.
scroll down a bit in the menu (all install steps are presented).

select install lilo.  I chose to install on MBR of primary disk (the CF
card).

It works, and I can now customize my install and image the thing for 
production use.
