There's little difference between sis(4), sk(4) and em(4) on a 4801,
at least with OpenBSD. 21mb throughput to the box itself sounds about
right. Routing throughput is usually a little higher (but not greatly).

These are _low-power_ boxes, not quick boxes. PCI throughput seems
particularly low compared to a standard PC (most of the cpu time
will be spent in interrupt processing). Think maybe cisco 2600/3600
or so in terms of throughput (4801 is likely to be a lot more
useful at running BGP though).
