Two net4801's talking via a crossover cable, each with a PC hooked to a
different port on them, will transfer VPN traffic at about 6 Mbit/sec.
(Linux 2.4.x, FreeS/WAN, 3DES, GRE tunneling). The bottleneck was the CPU.

It's pretty safe to say you'll get at least that without encryption. My
educated guess would be 10-15 Mbit/sec. Of course, you'll want to order
your rules so most packets don't have to hit most of them.
