You need a special circuit to do this, depending on
the kind of the backup battery (NiMH, sealed lead
acid, ...). You can buy this as a module - look for
"charger device circuit" or something like that.

Is using a regular UPS out of question? The least
powerful and expensive one would fully suffice...
