systat(1) can help you figure out the bottleneck. interrupts, disk,
cpu exaustion, etc.

Also http://undeadly.org/cgi?action=article&sid=20030208023845 is more
about tuning openbsd on high end servers for high traffic cases, but
it does go into some detail on how to find bottlenecks on your server
when they occur.
