who says that? on based on what was this consensus found?

I read reports about ipsec failing as well (OpenBSD mailing list)

does somebody have a (maybe closed source) tool at hand to verify the 
correct operation of the vpn1411 card? Those opensource drivers are fine 
and stuff, but it's hard to debug them w/o any knowledge of the 
underlying hardware.
