[soekris] Net4501 dead? Error and Power light stay on for only 5 seconds

I just bought a "used" net4501 with a board off of ebay. And so far, I think I just got ripped off. But before I fly off the hilt, I need to make sure it is dead

When I first plug it in, the Error and Power lights stay on for only 5 seconds. Then, they go dead. If I quickly pull the plug out and back in, the light quickly blink on, and then die. If I then pull the plug out and wait for about 30 seconds, and replug it back it, the lights once again stay on for about 5 seconds and then die. 

There is nothing shown on the console, even though I am using 19200,8,none,1,none in hyperterminal, with a null modem cable I've used successfully on adtran equipment. 

I am correct in my analysis that this board is dead?

Also, the power supply that came with this board is 9V, 750mA. I've also tried a power supply from a modem using 12V, 1000mA. No flash card is inserted either.
