Yup.  And here in Montana we hit the -40F lower limit industrial/automotive 
grade components provide.  Most Proxim APs go south right at or near that 
temperature.  Also had one Cisco that would do the same, and don't really 
have experience with anything else in this extreme winter climate.  You've 
often got other problems/possibilities too though...  There's the batteries 
(big suspect there!!) the antennae might be icing, your cabling might also 
be having some sort of issue.  Ice met/drip causing the antenna to ground 
out has happened too.
