[Soekris] fanless option using TEC?

I need to make a fanless outdoor package that will work at -55C in the
Canadian north, and +50C in some African countries.
Making two separate packages is not a good option since some Canadian
cities (Estevan, SK for example) get below -40C every winter and above
+40C every summer!
A totally sealed package with PoE and a TEC cooler/heater with following
specs will be best:
48V/1A through PoE: 12W for low power SBC + 36W for TEC
48V/2A through PoE: 20W for high power SBC + 60W for TEC
I assumed ~30% efficiency for heat pumping by the TEC, but I am just
learning about their behaviour. Winter should not be an issue since
almost all PoE power could go to heating the insulated interior.
Now the search begins for an inexpensive TEC controller that will
heat below +5C and cool above +30C using as few components as possible.
Any suggestions from people who may have played with TECs or at least
throught of using them for a fanless outdoor enclosure?
