I'm not sure what could be causing that. Try the new native
ntpd in OpenBSD-current if you have the opportunity. I
just set up a 4801 running -current and I don't have any
time-keeping problems. This is syncing against some servers in
uk.pool.ntp.org:

Jul 27 20:45:37 gateway ntpd[13999]: adjusting local clock by 0.033549s

Jul 27 21:45:37 gateway ntpd[13999]: adjusting local clock by -0.023282s
Two adjustments per hour seems to be what it settles for.
