I used a 2.5" drive mounted on the 4801 itself and played around
with the configuration until I was happy.  I then transferred
the content of the hard drive to a CF card by simply using
rsync.  I had to do some fixup afterwards by booting the OpenBSD
bsd.rd kernel because I wanted to have some devices in /dev
prebuilt ("std" and "wd0") and build the rest on bootup from
/etc/rc with /dev union mounted on MFS, and /var needed to be
cleaned out (MFS mounting it with copy from /proto/var), and
other similar things.

Regarding you DHCP problem, did you read the OpenBSD diskless(8)
and pxeboot(8) manuals?  To install on the hard drive connected
to the 4801, I pxe-booted the i386 bsd.rd kernel from my
OpenBSD/amd64 machine.  I used the information from those two
manuals to set the diskless booting up.
