No, that is perfectly correct and exactly what I'm telling you.  It may
not be entirely obvious that this is what is meant though :-)

"never got above 10W" => "Max usage < 10W"

If I had plugged a 5W PCI card in there, it would probably have
said "never got above 15W" :-)
