Because the former is/was available, and the latter isn't?

Half-witted movies notwithstanding, nobody has useful real-time imaging
coverage from satellites.  Even setting aside various reasons to doubt the
"real-time"  part, there simply aren't that many satellites!  Iridium
needs 66 comsats to maintain real-time communications coverage of the
whole Earth, and those are in rather higher orbits -- thus viewing a wider
area -- than the half-dozen US spysats. 

Okay, it's a bit of a digression... :-)
