[Soekris] Watchdog on 4801

I am trying to set up watchdog on the 4801 running pebble. I have 
followed the instructions:

After following these instructions, the watchdog daemon launches and 
runs as I would expect it to.  When I kill the daemon, though, the 
Soekris 4801 doesn't reboot.  I have fiddled with interval and various 
other parameters in /etc/watchdog.conf, but I can't seem to initiate a 
reboot.

  Am I missing something here?
