IIRC demon.co.uk used to do per-customer routes. Any customer could dial
in to any POP, get his/her regular static IP, and the POP would publish a
/32 route to Demon's core routers.

I presume they made the obvious optimizations... but still, even then Demon
had tens of thousands of customers, so I suspect that the scalability issues
won't hurt until you have similar numbers.
