Writing a raw image (cat image > /dev/hd?) is probably a bad idea.
Just use mount /dev/hd? /mnt (check dmesg) and work from there. ie. lilo
-b ... -r ..., look at mkbootdisk, etc.

The other option which I've used (on a EBC 563, not a net4501 yet) is
installing the CF into a desktop on the primary IDE channel with a
CF-IDE adapter then doing a debian base install from bootable cdrom.
